Matthew N. Martinez, S.E., Principal

Matthew MartinezMr. Martinez has over 26 years of experience in the structural design and detailing of architectural and engineering structures for the U. S. Navy – Western, Southwest, Atlantic and Pacific Divisions; San Diego Unified Port District; the Port of Los Angeles; California Department of Transportation (CALTRANS), Ventura Port District, other government agencies, and private institutions.  He has acted as project manager and/or project structural engineer for the design of numerous repairs to marine waterfront facilities in the San Diego area (piers, wharves and seawalls); new marine structures, dredging projects, design-build solicitations, and marine structural engineering studies.  He has particular expertise in above and below water inspection of waterfront structures and engineering analysis of same as an engineer/diver.  He is an underwater still and video photographer and has served as a project manager for hundreds of underwater inspections worldwide.  

In addition to his experience with marine projects, Mr. Martinez also has served as an expert witness or in support of expert witness for numerous construction defect litigation cases in regards to structural engineering issues in California, Nevada, Arizona and New Mexico since 1986.  In this capacity he has conducted field investigations; non-destructive and destructive testing; materials sampling; testing and analysis; and participated in mediations, depositions and trial testimony.

Mr. Martinez is a member of the American Society of Civil Engineers (Coasts, Oceans, Ports and Rivers Institute); the California Marine and Navigation Congress; the Western Dredging Association; the International Concrete Repair Institute and the Society of American Military Engineers.  He served as President of the Structural Engineers Association of San Diego for the 2003-2004 fiscal years.  He is a contributing author to the ASCE Standard Practice Manual for Underwater Investigations ASCE No. 101, and currently serves as Chairman of the Ports 2007 Committee under the ASCE COPRI Ports and Harbors Committee.

Mr. Martinez received his Associate of Arts Degree in Architecture from San Diego Mesa Community College in 1975 and his Bachelor of Science Degree in Architectural Engineering from Cal Poly San Luis Obispo in 1980.  He is currently a registered Structural and Civil Engineer in California and Arizona, and a registered Professional Engineer in New Mexico.

Thomas Spencer, S.E., Principal

 

Thomas SpencerMr. Spencer has over 25 years of experience in the design of waterfront structures and buildings.  His experience covers the complete range of structural materials – wood, steel, concrete, and masonry.  He has particular expertise in water-related design and inspection as an engineer/diver on a wide range of marine structures including ocean and harbor piers, wharves, graving docks, breakwaters, steel and concrete bulkheads, fender systems, and reservoirs.  The inspection work included above and below water investigations, concrete degradation investigations, non-destructive testing and photography of the various facilities.  This work was conducted for various clients including:  U.S. Naval Facilities Engineering Command – Southwestern, Pacific, and Atlantic Divisions; State of California, Department of Parks and Recreation; Port of Los Angeles; Washington State Department of Transportation; Naval Facilities Engineering Service Center; and the San Diego Unified Port District.  Mr. Spencer’s engineering experience also includes the design and seismic analysis of buildings and related items for hospitals, schools, and commercial structures.

Mr. Spencer is a member of the Permanent International Association of Navigation Congresses (PIANC), the Society of American Military Engineers, and the American Concrete Institute (ACI).  Mr. Spencer is a member of the Ports and Harbor Committee of the American Society of Civil Engineers Coasts, Oceans, Ports and Rivers Institute, and a committee member of ACI Committee 357 ‘Offshore and Marine Concrete Structures’, ACI 364 ‘Rehabilitation’, and ACI 546 ‘Repair of Concrete’.

Mr. Spencer received his Bachelor of Science Degree in Civil Engineering from Oregon State University in 1981.  He is currently a registered Structural and Civil Engineer in California, Arizona, Nevada, Oregon, Washington; Structural Engineer in Hawaii; and a registered Professional Engineer in Alaska.
